Subject: Are there aero hydration systems for road bikes?
I have a road bike sans aero bars, and I notice I need to slow down in order to reach and use the water bottle on my down tube.  are there aero setups for road bikes?

Why not just use a camelback?  You're mostly upright in the road position so the camelback isn't going to see much wind resistance.
