I'm guessing you're talking about compression socks.  Here's an interesting article about that.  I"ve never worn them but have seen many in long course tri's and marathons.  A few folks were wearing them at Kona this year.

Main points in the attached article are:

    It is believed their benefit to running includes:

  • improved oxygen delivery to muscles
  • accelerated lactic acid removal
  • stabilization of the lower leg for greater muscle efficiency
  • enhanced venous return to the heart through a more efficient calf muscle pump, leading to increased endurance capacity
  • cramp prevention
  • minimized muscle fatigue as a result of more compact muscles, which enhances balance and proprioception and reduces muscle fatigue

Here's one guy who was known for getting his butt kicked by the heat and about the long sleeves he wore at Kona because of it.
