Start with Novena Square Shopping Centre (intersection of Thompson and Newton roads). The entire North wing of the mall is sport stores - a number of them carry Tri gear. Be prepared for high prices - Tri shorts or tops are S$100+, aero helmets run S$300+, etc. 

For bikes I would go to one of the many LBS'es.  I visited a few good ones on Bukit Timah road near Sixth Avenue.

There is also a new place called NEXT STAGE that claims to be a Tri specific store buy I never visited it.

Check the SE Asia forum on this site (under "other Countries")--there is an old thread there (I started it and got several very helpful replies) about bike shops in Singapore. Several replies also mention other places to get tri gear. There's also a thread called something like "Tri gear in Singapore is *** expensive" that mentions some places. (Sorry for lack of concrete details--I'm based in Vietnam but much of my tri shopping is in Singapore.) Few bargains; limited selection in some cases, but you should be able to find what you need. About to recheck the thread myself as I'm in the market for a bike trainer.
