Subject: Winter cycling pants
I'm looking to get more rides in this year. I am going to need something to stave off the cold. I've got a pretty good plan for my upper body. But I am struggling with lower body.

Can any one recommend a good wind proof cycling pant? Just looking for a good top layer.

Pearl Izumi Amfib tights. 

Wind proof, reasonably water resistant, fit well, stay up, durable, $110.  You can find cheaper, but if you wash them properly they are very durable.  I got 10 years out of my first pair, and I used them quite a bit.  This is Seattle after all, you're going to get at least one or two of "wet, windy, cold" on most every ride from November to March.

I've also used them as running tights in ~20 weather as an extra layer above my regular running tights.

I got a pair of craft pants for christmas that are really warm. They were intended for cross country skiing, so they arent real tight. That gives you some room to add another layer under. Ive used them for cycling and running... very happy with them. My boyfriend has some castelli windproof yights he really likes.

That might be overkill for the OP. I have them and love them..

I uses CWX stabilex Insulator Tights for anything cold keeps me warm and helps keep my bad knee together at the same time

X2, but i have the Amfib bib tights.

I've really liked the Novara Headwind Pants. They're super comfortable and warm for biking, walking, lounging, etc. I don't see them listed on REI for men but they're still around for women...

No particular brand that I can recommend really, but I use bib tights and they keep me warm. Sometimes at really really cold temperatures, I wear leg warmers under my bib tights.
