I'm going to guess that you have the Garmin set to not include zeros in the average while BT is including them in the calculation.

Edit - from the manual "To turn the non-zero averaging on or off, select MODE > Settings > Bike Settings > Data Averaging > Power"

Zeros, autopause, or something like mixing average vs Normalized power.
