Bike shoes have a harder sole than regular shoes.  This will allow you to apply more even pressure and your feet will be less fatigued.  These factors in combination will allow you to ride better, for longer, which should cause your overall speed to increase.

Bike shoes with bike pedals (ones that you clip into) will help your bike pace. It's not like you'll go 5+ mph faster but after you ride with them, you'll instantly feel out how much power you were losing by not applying any force on the upstroke. It takes a while to get used to them, so obviously don't get them right before a race. Get a good month or so experience with them until you're comfortable getting in and out of them without falling over.
