powerman in dec/ wheelset?

Is San Antonio a windy place, can a deep wheelset be used?  It sounds like its hilly and fast?  Nvr been there, but i hope to do some rides before my 10k/40k/10k race in dec. 

ALso what is the address for the group rides along with the times?  HOw far of a drive from Saint pete beach?
