Earlier in the race when she got a flat I heard the commentators saying another competitor gave her a tire. Isn't this accepting outside assistance? Or does "outside" mean spectators?

according to IM rules no as long as the help is from another competitor still racing and it is not drafting of course. That's what the head referee told a friend at IMLP

At the pre race meeting for the last 3 M-dot events I participated in, they did specifically brief that you could accept assistance from another participant who was on the course and still had a timing chip and were in the race. I don't think I can count how many times I've seen folks back in the pack helping each other out/ or offering a spare/ tire tool or CO2. Helping out your fellow competitors in part of makes this sport so unique, DQing someone for that would be pretty F***** up. Besides she did suffer a 10 minute self inflicted penalty.

Subject: Actually
if a ref saw her recieve assistance and called it ... it would have been a yellow card penalty not a DQ - she would then have to stop at the next penalty tent - sign the book and continue on her way... 1-2 minutes at most would have been added to her time and it would NOT have changed the outcome of the race so it wasn't persued... IF she had gotten the yellow card and DID NOT go the penalty tent then she would have been DQd.

Subject: One more thing
If this had been at US Tri race not WTC (time penalties with review vs. red/yellow card) on a race of this length outside assistance would have been a 6 minute penalty.
