There is a 40% chance of rain Saturday for my first tri. Any changes or alterations I should plan for?

i think my blisters on my feet came from the rain during my 5k.  i'd suggest the advice i got afterwards - which is to throw on some body glide so your wet feet don't cause blisters.

Body Glide on your nipples would be good, too.  If you have a nice, new pair of running shoes as well as some trusty older ones, you might want to wear the old ones.  Bring clothes for all weather possibilities, and you can use what makes the most sense come race time.  As long as it doesn't lightning and cancel your race, it can be fun to race wet.

 Good Luck.

put your running shoes (and socks) in a plastic bag at transition.

This is all a personal preference, but I like to lighten up on my tire pressure in the rain. Dry I would run about 120, but in the rain I might go as low as 100. Knowing that I have just that extra bit of traction removes and fear about speeding in the rain.

and be careful hurrying through T1/2 if the ground is wet.  Hate to slip and get hurt while changing shoes!

Socks, I wore them for my first sprint last weekend & I'm very glad I did. It was in the low 50s & sprinkled a little. I took my time in T1 to make sure I didn't forget anything. I also wore a jacket on the bike.
