Suggest you check out the Annapolis Tri bike course. The area gets you on some nice hills to practice on. The other alternative is tie an old crab pot to the back of your bike and drag. When that gets easy tie two.

It certainly isn't "close" but we've got plenty of hills out in the Frederick area...actually, I've got more than enough to spare a few if you'd like.

On my way down to Eagleman yesterday, there did seem to be at least a few small hills, heading up towards Delaware on 301, so maybe the side roads have possibilities.  Also, I know there are hills around the Wilmington/Newark DE and also Perrysville, MD area. 

Wind also works as hill practice.  There's nothing like going 10+ miles into a headwind without any breaks, unlike hills where you'll never see 10 continuous miles of climbing.

You could ride the middle part of the Annapolis 10 Mile course. It's pretty hilly.

In my opinion the best really good hill training within 30ish (slightly longer) minutes of the bay bridge is in Patapsco Valley State Park.  I have several routes mapped in my route tracker (can you search by me?) that have BRUTAL hills.

If you're fine with hill repeats, I'm sure you should be able to find something much closer just over the bridge.
