Blisters on top of my feet help!!

I have blisters on the top of my feet they start out as red patches like sunburn then turn into blisters the same thing happened to me last year and it was a disaster i change my runners regularly and use correct running socks i wear boots in work which could be the problem they happened at the same time last year my training has not increases greatly over last few weeks
antone any other ideas greatly appreciated
also what is the best treatment....
