I'm trying to sign up for my first sprint tri, and I'm not sure how to answer the 100 yd swim question.  Are they looking for your fastest time, or what you think you'll average over the swim?  Thanks!

I think they want to know what you expect to average over the course of the swim. They're probably trying to group you near swimmers of similar ability.

The order you start is determined by your time. That way they can have faster people start first so they don't have to pass many people. It is important that you are accurate as possible so you don't slow people down or have to pass many people. You might be able to email the race director and updated swim time after you register.

I'm pretty sure they want your AVERAGE time over the distance of the swim.

Yes they are looking for your average. I have done many races like this and I can not tell you how annoying it is to have to swim past a lot of people who were shooting for the stars with their time if you know what I mean. If you are racing in a small local community it is very important to make a good impression if it is your first tri. You don't want to be remembered as the person everyone had to pass because of a wrong swim time. Good luck with your tri. Hope you get bit by the bug.
