Ok which do you think has the tougher bike course? I rode the Vineman course today and I am not sure whether it was harder or not. Maybe its all that training finally starting to payoff.

Wow. Not even close. CA 70.3 bike course is "tougher". Though neither are grueling by any means. Vineman actually is a good PR course for bike splits.

What makes it "tougher", more hills, steeper hills, more rollers, less flats, etc...
I have done Vineman 70.3 and did not find the bike course hard and only one hill to even mention.  I hear from others that have done CA 70.3 that there is one hill that is though.

I've done Vieman 10 times..Bike course is reliatively easy except for Chalk Hill. Did the full IM and a few 1/2 Cali Tri's. Cali has more hills, steeper hills and a lot of headwind coming down Vandergrift. Cali is hands down a tougher bike course. Just my .02..

Cali 70.3 has a much tougher bike course. The wind is a huge factor and the hills are much more frequent and steeper. VM 70.3 is pretty much a piece of cake bike course. I much rather prefer the VM bike course though due to the beauty of it.

As was mentioned, its more the wind than anything. The last miles though flat, are dead west and there's always strong headwinds coming off the coast. The hills at Oceanside aren't anything to get worried about, and besides, you get to come down what you go up.
