305 upload fails

I have Windows XP version 5.1 and Internet Explorer 8.
I have :  1. installed Garmin Communicator
               2. Run the test - it's OK
               3. upload still failed - ran Garmin Webupdater
               4. Still fails : Get a window that states " Plugin NOT Installed Exception: Garmin Communicator plug in not detected"
               5. in the window it gives me the option to click on Garmin Communicator : when I do I get the message that I have the latest version of plug in.

I've gone through this several times.
It seems to me the Garmin is recognized by my computer but not the website.  This is very frustating. I bought the 305 specifically for this use.  I would appriciate any help.
