Been a long while since I have had to write a resume, what is the standard format and the recommended program  to use?

I believe most resumes are written in MS Word, and most versions of Word include some canned templates in various formats.  Coming out of the military you may want to consider more of a functional format which focuses on your skills and abilities rather than a more traditional chronological format that might not resonate with a civilian HR person.  Resumes are usually sent electronically rather than hard copy--Word or PDF files are fine.

On that note, unless you're applying for a military-oriented job or are pretty sure your resume will be screened by former military folks, one of your most important tasks in writing your resume will be to translate your skills and experience into civilian language.

Just a quick thought, you might want to contact your career services office at your alma mater. Most schools offer services to alumni for life.  They are current and know how to work with people at different career stages. 

If you can't go in person, an over the phone consult with emailing back and forth will help. Also, they'll likely have samples on their webpage that are general and some that may be specific to your profession.

Thanks to both of you.  I will be focused on PSD work with Contractors so what I do should come across fairly well.  Also, I am enlisted so the Alma Matr thing is out as I have yet to finish my BS (almost there).

Aside from the advice already offered, I recommend that you ultimately save your resue to pdf format. Send the pdf file, not the MS Word version. With pdf, you preserve all your formatting and the document looks pristine. With different versions of MS Word out there, your formatting might suffer a little on the receiving end.
