I don't remember it being too hilly, nothing like the Wausau Tri. Not sure where you can eat except fast food, but if you live 90 miles south of GB you could find a lot in Appleton.
We did the other Waupaca tri for several years (Trinity Tri on Spencer Lake), which is now discontinued. In general, there aren't any big hills in the area to speak of, so I would suspect it is rolling hills.

I did that race 2 years ago. Don't recall it being hilly on the bike, and the run was pretty flat on city streets. Overall a well run and fun race. If you follow the tripadvisor link above, we did try the T-Dub's public house that is listed there, and it was pretty good. We also had pizza at some place in the town that I've completely forgotten; wasn't anything special.
