This is my first year doing Soma (and my first 70.3!). Is it normally wetsuit legal?

All the years I have done it (3) - yes! It will still be quite warm/hot by the run though, but the mornings are chilly - and wonderful!

Did it last year and wore a wetsuit.

Like runspingirl said, it does get warm on the run, so do your normal hydration on the bike and you'll be fine!

SOMA should be wetsuit legal. It is cooler in the evenings and mornings to keep the water temp under 78, but be prepared for heat on the run, especially around TTL with no shade and little breeze.
