For the most part, I find swimming in any lake with a public beach acceptable. Very few have lifeguards, though. Just swim within the boundaries of the swim area so you don't get in trouble. I just go back and forth from one end to the other, on the very edge. I find some lakes to be more popular and you have to contend with recreational swimmers/people playing in the water.
