Is digital imaging allowed in lieu of a written description? 

Not in lieu of.  I could have used a camera to record the penalties, and then transcribed my reports from the pictures.  Still ref whether the pic quality would have been any goo.

The reports would still need to be transcribed and compiled to be submitted to USAT.
