They did this a few years ago when the first stage took place in Ireland with Sean Kelly being the guest of honor and honorary starter.  A number of years ago (in the Lemond era), there was talk about doing the first couple of stages in the US, but the peloton balked at the travel and the possibility of jet lag issues.
