Penalty question...

My wave went off last, 20 mins. after the first wave.  I had set up my transition area at the very end of the bike rack.  When I finished the bike, there was no room to rack it where my area was.  I had to take some time to move a few bikes so I could fit mine on the rack near the end where my stuff was.  I thought about leaning my bike against the rack at the end but was unsure if this would have incurred a penalty.  Would it have?
