I am looking for an early season fast course, but have done neither of these two races before.

I will be returning to Panama City for my 5th time in the Gulf Coast Triathlon and I highly recommend it if you are looking for a well run HIM race. It can get a little hot and humid and the winds can kick up on the bike, but for the most part it is a great race.

If for you flat = fast then the Florida HIM is fast. There are a couple of climbs on the bike course around 100', but nothing of any consequence. The run course this year was 3 loops, about half of it on paths. There is no shade on the run. To be fast here you have to be ready to run in the sun on a hot day.  It's well run and you get the IM brand if that's important to you.

Is this the same race as the Gulfman Triathlon, held on Galveston this year??

No, DEFINITELY NOT THE SAME....
The only similarity is that it's held in the same city.
We're really excited about making this a world class event.
Dead flat run and bike, swim is inland, on Offat's Bayou, so there is no surf to contend with in the swim...

Venue is at Moody Gardens, which may be the nicest venue anywhere for a tri. Great for family too...

That's no fun.

Both GCT and Florida 70.3 have the reputation of being extremelyhot venues. GCT has gotten a break the last two years, but I don't expect that trend to continue. Also, GCT is usually a wetsuit-legal swim, but Disney isn't.

Are you looking for a lake swim or ocean swim?  That might help you decide.  GC is definitely pancake flat.  And the swim, bike and run course are only one loopers.  Don't know if that makes it easier to decide or not.
