Subject: Cold weather work-outs
  I seem to be able to sustain longer runs with less effort and a lower heart rate.  Is it just me or is cold weather better for your body?

Colder weather is definitely better for me. I've found over the same course, pace can average about a minute slower per mile in the summer when compared with the winter.

I love cold weather running. Can't really say the same about cycling though, for that I like the warm (not hot) much better.

I find I also can go longer at a lower heartrate during cool and cold weather. The summers here in central California are brutal so I have a higher tolerance to the heat than I did while living in Wisconsin, but I still prefer the cold weather runs.
