Wear a camelback. had to ration water, and was dehydrated / overheated for the run

Came into run needing nutrition and water. First 2 miles was tough, trying to re-hydrate. Legs felt great.
What would you do differently?:

drink more on bike....and make sure GU packets don't fall out of pockets.
