Inspire problem

This started in the past 2-3 days.  In the inspire screen the "Comment" button and the scroll bar disappeared and I was unable to post what I just typed.  

?Is this a problem with my browser (Chrome)?  Other sites don't seem to have this issue - only when I am on BT.  

Edit to add: this seems to happen when I try to post on someone who has a lot of inspires.  For those who has only 1-2 inspires before my post, it was ok.  When there are more inspires, normally I would just scroll down to the box and type.  But as shown from the picture the "comment" button disappeared from the bottom of the inspire window.
