Louisville start question

I have a friend worried about squeezing every last second out of the day. So my question is, are we sure that everyone gets 17 hrs. from the start of the last swimmer (eg has anyone heard this directly from WTC), or is there any chance it will be due to individual chip time (eg only 17 hrs for each person based on chip). Thanks in advance for any help.
