I am trying to figure out how to get into Wisconsins forum since I am from Illinois but I have no idea how to get to it.

From the main forums page, scroll down towards the bottom and find this...

US Group Training and Who's Racing Forums

Click the + sign on the right and it will expand to show all the states' forums.

eta: Ha, actually, if you click the + sign in this post, it will also open up the states' forums.
