Subject: moving seat down = forward or back

Since I've gotten new aero bars I've been in the process of some small adjustments on the bike.   I can't remember but if' I'm moving the seat down does that also mean I've changed the effective distance of moving it forward a little bit

Yes. When you move the seat down you are also moving it forward. There are some bikes where this doesn't apply, such as the P3 and P4 (seat tube is at a 90 degree angle).
