technical difficulties with site

Okay - I have a question regarding the site.

A friend tried to tell me that you can put in your short and long term goals. I found the place where you put them in, however, on my computer screen I don't have the tool bar above the typing box where you can select options such as crossing out past goals you have already accomplished, changing the colour, etc etc.

Can anyone give me any info on how to get that tool bar? Is the the web browser I am using? My computer is brand new, so I wouldn't think it is the problem but who knows.

Any suggestions would help
