Get the panniers..much better to let the bike frame carry the weight instead of your body. 

With a small bike frame, the one issue you may have will be heel strike; the chainstays on your frame are likely pretty short so it'll be hard to get large panniers far enough back to clear your heels.  Make sure you buy some that will mount to the extreme rear of the rack and/or are tapered at the bottom.

Panniers are great. When I was taking master's classes, I bike commuted from home to school then home. I could carry a 3 ring binder, laptop, texts, toiletries, towel and change of clothes in only rear panniers and a trunk rack. I used a padded sleeve for laptop protection.

With a backpack, even just a change of clothes was too much.

They take some getting used to. Learn to pack them with even weight distribution. I never rode with only 1 and have no idea how anyone could. The bike is also harder to mount and dismount. Heel strike is an issue, but you probably have smaller feet.

I never got soaking rain with them, but they were OK with moderate rain. Mine are Avenir and kept things dry enough.

I know you didn't ask, but fenders are great. I have the Planet Bike ones and they're fantastic. The SKS cracked up and broke really quickly.
