Need help changing profile pciture

So i want to change my profile picture, but something strange is happening.

I go to settings and delete my current picture and i also went to personal photos and erased it there too.

I then uploaded a new profile picture and it says it accepted it fine.   However, the old picture is what keeps on showing up and not the new picture.   That old picture doesn't even exist anymore on my computer.  

I log out and log in and make the changes, but it continues to happen.

Am i missing something here or how do i get rid of the old photo and get the new one uploaded?
