It will give counties the authority to ban bikes on county roads.  This could close Deer Creek Canyon and many other county roads to cyclists.  Check out this link for more info:  http://bicyclecolo.org/page.cfm?PageID=1042

I have to say I'm not a fan of the way http://bicyclecolo.org hypes things.  The page doesn't even tell you what's really going on, just "click here to give us money!".  If my read of the links at the bottom are correct, the JeffCo county commissioners are looking at writing a proposal and trying to find a legislator to sponsor a bill to allow counties to close roads to bicycles.  There is no actual proposal at this time, there is no bill.

That's not to say that this isn't a threat, but the way they positioned it makes it sound much more imminent than it is.

The website does say they're not recommending any action at this time, just giving folks a heads-up.   Better to get the word out and stop this before it even gets to a vote.
