Subject: Wrench question

Thought I'd ask the BT peeps as I can't figure this out!!!

I took my stem off to pack my bike the other day and when putting it back on the fork I can't get it so it is tight. When I press the front brake it's slightly loose. (there's a slight rocking motion)

I've tried dozens of different ways from tightening the bolts different ways to sitting with my weight on the top tube to just about everything else and I still can't get it snug.

Is there a special technique? What am I doing wrong?

I'm assuming this is a threadless headset...

 Tighten the bolt that goes down into the fork first.  Not too tight...it's just gripping a star nut that is using friction to hold it in the steerer tube (though it's pretty secure).  Then tighten the clamp bolt(s) on the stem.  If that doesn't do it, I'd suspect one of the heaset bearing cages isn't seating properly.  Is it an internal or external headset?  If it's external, it's possible (but very unlikely) that one of the bearing cups was dislodged.

It's threadless. I'll have a look to see if anything is dislodged when I get home.
