Subject: the little stars and the descripter

Hello!  Where did the descriptor come from?  I think I'm a 'regular' now.....is there a reference chart somewhere?  And the stars - how does one get them, who bestows them, and why?  Is more better, or at '3' am I on my way out of chances before I'm kicked off here?!?
