I just did the Philly Olympic last weekend and the other thread on calling 'on your left' got me thinking. How do you pass when the course is very crowded? There were places on the second loop where much slower riders would be to the right, moderately fast riders would be continuously passing on the left and then the really fast folks would pass left of them. The roads were closed to traffic so there was plenty of room to pass safely and stay out of the draft zone, mostly. Is a third lane legal? Does yellow line matter on a closed course?

Whether the yellow line matters depends on the race -- the race director should make this clear.

There is no general rule about how many passes can be taking place all at once.  Of course, one must pass legally, avoid blocking, avoid drafting, and stay right except when passing, but that's about it, as far as I know.
