What is the difference between a Mavic Aksium and a Mavic Open Pro?

The Aksium is a complete wheel from the factory and the Open Pro is a rim, so you (or the wheelbuilder) pick the rest of the set up.  The Aksium has a low spoke count while I think the minimum on the open pro is 32.

Does a higher spoke count usually/always result in a wheel being less prone to go out of true?

Example - Ultegra FH-6600/Mavic Open Pro with 32 spokes or a Mavic Aksium Rear Wheel with (I think) 20 spokes

As Daremo said in your other post, with all things being equal more spokes make for a stronger wheel.  A poorly built wheel with 36 spokes will go out of true faster than a well built wheel with 20 spokes.
