The goal was/is to actually monitor marathoners from heat related issues.  In short, to keep people from dropping dead or into hospitols (re: some of the more recent heat-induced marathon deaths).

As for tracking an athlete in the mentor group i joined used trackmyathlete.com during IMLou and it worked great.  I am not sure all the data it stored but if it could store all of the miles splits along with transition times it would be great.
