HIM Level 2 and 3.

A really fast user pointed out an issue for these specific plans being a little high on volume for those users that are ~ 1:40 swim - 21mph bike and 7:30 run race day paces when the plans were long enough to include a build phase.  We tweaked our algorithm to reduce some volume leading up to the plan, though peak weeks still are the same. 

The changes are in-line with our Silver Int HIM plan volume.
