Front wheel not spinning freely

Last night I put together my husband’s new Diamondback Century 2. I basically just had to attach the handlebars and put the front wheel in. The front wheel isn’t spinning freely. I’m new to disc brakes but tried adjusting it by loosening the screws, compressing the brake and retightening. I can’t tell if it’s rubbing within the brake or if it’s in the axle. The quick release is tight. Ideas?
