If so, is there a way to download it onto your phone without going through the app store?

The developer of the app has to "provision" your phone.  They can then send you the .ipa file that you can load via itunes.  I believe they are limited to 100 devices that can be loaded this way.  I'm sure there are other ways to do it if you have a jailbroke phone.
