Subject: Disc Wheel Covers--illegal under USAT rules?

So after hearing all the raves about disc wheel covers, I ordered one from wheelbuilder.com. Then yesterday I was looking at the bike rules to see what the restrictions on saddle position were, and I found rule 5.11(e):

 (e) There must be no protective shield, fairing, or other device on any part of the bicycle (including frame,
wheels, handlebars, chain wheel, and accessories) which has the effect of reducing resistance.

 That sure makes it sound like disc wheel covers would be illegal. I know they are for USCF TT events, but I thought they were kosher for triathlon. What's the deal? Is there some loophole for disc wheel covers?

Item 5.11g covers wheel covers; I have it as a PDF that I can't cut and paste from but basically it says covers shall only be permitted on the rear wheel.

Ahh... thanks. I missed that the first time through. It's kinda odd, though, that they would publish two rules that are so directly contradictory.
