Do you normally put your sunscreen on before your race or after the swim at t1? It just seems that the wetsuit would somehow wipe off the sunscreen on your arms, shoulders etc during the swim if you applied it beforehand.

Before.  Your skin absorbs the lotion, though you will probably lose some of the protection from the water so use a water resistant version.  Blue Lizard, Bull Frog and Nutregena all make good products.  Usually I just use a store brand though and have had reasonable success.

Couple of tips:

Put on your sunscreen at least 15 minutes before you put your wetsuit on - 30 minutes is better.  Use a high SPF,  30 or 45 and use a swim/sweat resistant type.  When you put it on, put on a lot and WORK IT IN, really rub it.  Many people dont put enough on and dont let it saturate the skin so it washes off easily, which is what you are asking about so use it liberally.

If your still worried about sunscreen washing off, get the individual sunscreen packets, tape them to your bike frame (like gels) and apply while riding.  But IMHO, if you apply sunscreen correctly, you shouldnt need to reapply, unless your racing over 5 hours.

But also keep in mind, sun tanned numbers on your arm are cool
