I suppose that you could follow the directions as laid out on this site but it seems a little complicated to me. Also, once you have the dimensions...what do you do with them???? According to the Bikewrench specifications, I should ride a 56cm bike but that size bike is too short for my torso and exacerbates my back problem. I was fitted for a 58cm with a 130mm stem as I have short legs and a long torso. Your best bet is to find a good reputable bike shop and have someone fit the bike to you.

I second what the last poster said, go to a good bike store preferably one that does specialize in multi sport they will have the best idea what you need in your price range.
