Subject: Wet road - Rolling resistance?
I did a ride Sunday on a wet road.  My legs were tired from the run/swim on Saturday.  But I seemed overly sluggish. 

How much additional effort is required on a wet road?

Unless you are actually riding through water - ie. puddles or running water on the road - I've never noticed any difference at all on a wet road compared to a dry road as far as rolling resistance is concerned.

Wet roads actually seem to DEcrease rolling resistance.

Not good.  My poor performance was either fatigue or flipping the handlebar stem.
