Have you lived here long? One thing that you may not think about is the altitude here. I knew it affected my running, but have definately noticed it in my swimming as well.
One thing that helps is to stretch out your strokes and make sure you are getting all of the phases of your underwater stroke in. Be efficient with you strokes under water, getting in a full finish on your stroke. It's about what happens under the water with your hands and arms, not just how fast you get them back around.
Think about swimming down hill when you get tired (I know that this sounds funny, but it can work ) and don't forget to KICK. When your arms get tired concentrate on your legs for a bit.
I've got a tri in weeks in CA, but if you want to swim some time after that, I'd be happy to show you some drills and take a look at your swim. I've been swimming competetively since age 5 and also have some coaching experience.
