I've seen them taped, but I don't have mine taped. I guess whatever is comfortable or if you feel you need better grip.

Both my clip ons when I had a road bike and the bars on my P2C are taped where my hands go.

Mine are taped where my hands go only.  Not sure if that's 'correct' -- it's how the bike showed up on my front step.  I like it that way.

I've never bothered to tape the clip-ons I put on my road bike.  Since my tri bike has bar end shifters on the aerobars, it came with tape on them.

I've got my aero bars taped where my hands go, seems a lot more comfortable to me but then again I've never ridden without the tape.  I think its a personal preference as I've seen both.  I managed to wrap both sides of mine using only one roll of tape, so if your curious to try it out it would be a pretty cheap experiment and who knows, you may like it!

Taped yes, sorry to berate the point but I will add this.  My clip-on aero's came with cheap tape on them but they seemed to ride fine.  Finally when I retaped my bars I retaped the aeros with good stuff.  Made a huge difference.  Much more comfortable.
