Why would a buyer negotiate a higher shipping cost?  How about I give you $1100 in savings bonds?  That way its a really good deal for me and in 7 years you get the full asking price.

7 years for 30 bucks... I would think that I would have to PAY someone money for owning them nowadays.  Anymore its matress money for me.
