Is there a way to know if there is a moderator online at any given time? I can't seem to find one.

No easy way to tell if we are online or not, unless you can locate a post by the moderator which will show his/her status.

You can go to the top of the forum page and you'll see the moderators for that forum listed. Click on a name and it will take you to his/her profile. You can then PM him/her directly
