Maybe someone already has created one of these, if so, I'd love to know.

I really like the Vittoria Pit Stop. I would like a bracket, simmilar to a water bottle cage - only skinnier - that I can mount onto water bracket stays. I only have 1 water bottle bracket, and have room for a second, this would be great on my seat tube.

Maybe I can just cut a water bottle bracket down and use velcro. Anyone else have any good ideas?

Currently, I use electrical tape to tape it to behind the seat tube/seat post. It's secure, but tends to migrate to the side during a ride.

I go pocket whenever I'm training, and tape it to the bike during races, I believe that it is now sold with a small clip that allows you to clip to the frame, but who knows if that will fit the wacky tube designs of most tri-bikes.

Yup. I bought mine last fall. This year, I've seen PitStop in stores with a little clip included in the package.

Ollie, have you ever actually used it?

There are some really good double-sided velcro strips that you could use.  Some of these velcro attachments are really strong and I would not fear using it to hold the Vittoria can (the can is pretty light anyway).

Yes! Velcro. I have mine velcro'd on my top tube during races
