I was last out at 5 C  (40 F ) and my toes got cold with two thick socks and toe covers. 
   
 
Toe covers, not shoe covers?  Tri shoes or regular bike shoes?  40F with wool socks, reg. bike shoes, and shoe covers really should be enough. . .
